Aiming for a darker feel with the Soviets- thinking conscripts, commissars, psychic powers and vodka!
Tier 1 infantry will be your basic conscripts, told the basics, handed an AK47 and shoved into the front line.
Tier 2- penal troops with explosives and basic close combat weaponry (knives, broken bottles, hammers), commissars (to ensure the loyalty of the proletariat) and regular "Guards" infantry (more equivalent to WA tier 1 regulars).
Tier 3- NKVD special forces types, psychic Holy Mystics and drugged apes with Tesla-prod equipped handlers.
Specials - "Order No 227"- forbids retreat otherwise culprits' families will receive no assistance from the State. Basically rallies retreating troops. Vodka- helps troops pass morale checks for close combat and enhances close combat rating at the expense of shooting skills.
